Why I'm running

 I’m running for Sheriff of Union County because our community deserves strong, compassionate leadership that prioritizes both safety and accountability. With decades of local, national, and international law enforcement experience, including service as Union County’s Chief Deputy, I have seen firsthand the challenges our employees face and the trust our citizens expect. I believe it’s time for a fresh vision and new leadership to guide us into the future. - Todd

About Todd

Experience and Service

Todd Elmore has dedicated his entire career to law enforcement and public safety. He served as Chief Deputy of the Union County Sheriff’s Office, where he oversaw daily operations and gained firsthand experience leading deputies and serving our community until his retirement in 2020. In addition, Todd served as a Special Agent with Homeland Security Investigations, assisted the FBI at the Pentagon following 9/11, and trained Afghan National Police and Army leaders on criminal investigations during the War on Terror. His service reflects dedication, integrity, and a deep commitment to protecting Union County families. 

The Elmore family established their residence in Union County in 1999 upon relocating to Mineral Springs, thereby becoming the first citizens of the newly incorporated town. The Elmore daughters—Kayla, Audrey, and Lillie—attended the Parkwood School Cluster and have since become contributing members of the communities in Union County and Charlotte. Joe and David joined the family through marriage, and Emmy, the eldest grandchild, is anticipating the arrival of her sister. Todd and his wife, Candee, currently reside in Waxhaw and are constructing their "forever" home in the Roughedge area of Union County.

Todd Elmore is a seasoned law enforcement leader with deep experience in public safety, federal investigations, and Sheriff’s office administration. His career reflects strong local leadership backed by national and international law enforcement experience.

 

Law Enforcement Leadership & Investigations

  • Over 30 years of federal, state, and local law enforcement experience, including service as Chief Deputy of Union County Sheriff’s Office, Special Agent with Homeland Security Investigations (HSI), and Special Agent with the U.S. Department of Treasury.
     
  • Held Top Secret Clearance for 25 years.
     
  • Extensive expertise in drug trafficking investigations, organized crime, money laundering, fraud, and complex financial crimes.
     

Key Leadership Achievements as Union County Sheriff Chief Deputy (2015–2020)

  • Supervised daily operations of the Union County Sheriff’s Office with 335 employees and $42M budget.
     
  • Launched the Body Camera Program and Public Information Office.
     
  • Constructed a $5.5M, 100-yard, 14-lane indoor firing range.
     
  • Secured $32M in funding for a new Administration Building.
     
  • Improved employee pay, restructured command staff, and expanded patrol operations.
     
  • Developed a five-year strategic plan with projected fiscal savings and improved operations.
     

Federal Service Highlights

  • Homeland Security Investigations (2002–2013): Led major drug smuggling cases, including the largest cocaine seizure in the Western District of NC; created joint enforcement programs targeting meth, heroin, MDMA, and other drugs; lectured nationally and internationally on interdiction and investigative tactics.
     
  • U.S. Department of Treasury - Criminal Investigations (1987–2002): Led complex money laundering cases, including high-profile real estate and securities fraud; created a task force on international money laundering; conducted wiretap investigations and secured multiple convictions.
     

Education & Training

  • Bachelor of Science in Accounting – Newberry College, SC.
     
  • NC Basic Law Enforcement Training (BLET) – South Piedmont Community College.
     
  • Advanced federal training at the Federal Law Enforcement Training Center.
     
  • Specialized in investigative tactics for drug smuggling, money laundering, and financial crimes.
     

Significant Assignments

  • Afghanistan & Kosovo (2009–2010): Provided criminal investigation training to military and police under U.S. government programs.
     
  • Haiti (2010): Established a Rapid Response Team that assisted during national emergencies. He led the team deployed to the Haiti earthquake, where they worked with the 82nd Airborne to provide security at the Haiti Airport.

 

  • Pentagon, Washington D.C. (2001): Assisted FBI evidence collection following 9/11 terrorist attack.

  • Strengthen Leadership: Restructure command and add more deputies on the streets to fight crime effectively.
     
  • Employee Wellness: Provide programs that support both physical and mental health for deputies and staff.
     
  • Responsible Spending: Protect taxpayer dollars with efficient and transparent financial planning.
     
  • Animal Shelter Commitment: Secure resources to expand facilities and services to improve conditions for animals.


  • Modernize the Jail: Upgrade and expand facilities to meet Union County’s future needs.


  • School Resource Officers: Ensure every Public School has a dedicated SRO, and an initiative to protect private schools.
